With the support of key partners—including The Pew Charitable Trusts, the Colorado Consortium for Prescription Drug Abuse Prevention, the College of Nursing at Anschutz Medical Campus, Valley-Wide Health Systems, the County Sheriffs of Colorado (CSOC), Denver Health's Center for Addiction Medicine, the Jail-Based Behavioral Health Services (JBBS) program, Rio Grande County Jail, SLV AHEC, Steve Wright, JBCM Media Production, and Dean Wetherell—we are proud to offer this comprehensive resource to assist jails in implementing medications for opioid use disorder (MOUD) as required by Colorado’s HB22-1326. This guidebook offers practical strategies, regulatory guidance, and actionable tools to support jail administrators and staff in improving health outcomes for incarcerated individuals, reducing recidivism, and fostering stronger community transitions post-release.

Haley (Hayoung) Nam graduated from the University of Colorado Denver in 2024 with a Master of Science in Information Systems. At TSRG, Haley supports the webmaster and graphic designer by preparing reports, analyzing data, and ensuring the smooth operation of the website. She also works full-time at Scott Koo Realty as a data analyst, focusing on analyzing real estate and customer data for future insights. Outside of work, Haley enjoys cooking, knitting, and photography.

Cora Frausto, originally from Bent County, began her work with The Schreiber Research Group (TSRG) through the Las Animas School District’s (LASD) Substance Abuse Prevention and Intervention Program (SAPIP), funded by the Colorado Trust. As a student member of the District Health Advisory Council (DHAC), Cora played a key leadership role in Red Ribbon Week and other substance use prevention initiatives. This fall, Cora is starting her first semester at Pueblo Community College with the goal of becoming a traveling physical therapist assistant. She will also serve as a student intern with TSRG for the 2024/25 academic year. In her role, Cora will continue to participate in substance use response efforts by assisting with various Health Resources and Services Administration (HRSA) funded activities. These include helping manage coalition workgroups, planning community events, and supporting a community needs assessment for the Bent County Public Health Department.

Addiction Recovery Coach, Author, and Mandela Washington Fellow Engaged in Professional Development with The Schreiber Research Group (August 2024) Katleho Ntobo, a dedicated addiction recovery coach from Lesotho, is committed to helping individuals overcome substance addiction. As a recovering addict himself, Katleho brings personal experience and empathy to his work, providing invaluable support to those on their recovery journey. He is the author of the recovery book, “Secrets of a Recovering Addict,” which shares his journey and strategies for overcoming addiction, offering hope and guidance to others facing similar challenges. Katleho holds a bachelor’s degree in development studies and environmental history from the National University of Lesotho. He has been honored as a Mandela Washington Fellow, representing Lesotho at Louisiana State University. Through this fellowship, he aims to enhance his leadership skills and acquire knowledge to build strong, sustainable teams and organizations. Additionally, he has received leadership training from the UNISA Graduate School of Business in South Africa, further strengthening his capabilities as a leader. Katleho’s goal is to establish Lesotho’s first operational rehabilitation center, addressing a critical need in his home country. His journey is marked by resilience, leadership, and a steadfast commitment to service. He is enthusiastic about the future and looks forward to contributing to positive change in his community. During his Professional Development Experience (PDE) with The Schreiber Research Group (TSRG), Katleho will study the opioid response initiatives in the United States, including the HRSA-funded projects in Southeast Colorado. He will also share insights from his experiences with addiction treatment and recovery in Lesotho. Katleho aims to bring valuable lessons back to Lesotho to support his ongoing efforts in addressing addiction in his home country.

A Community Advocate Committed to Combating Substance Abuse in Southeastern Colorado A Career in Public Health and Compliance With extensive experience ensuring statewide regulation and compliance, Chris has worked as a certified water and wastewater professional, where he protected public health. His strong communication skills and ability to connect with others have been central to his success. Effective communication, he believes, is key to solving any problem. Tackling Substance Abuse in the Community Substance abuse has been a significant concern for Chris, having witnessed its effects on both family and friends from an early age. Seeing the destructive impact it has on his community, Chris felt compelled to act. He has made it his mission to contribute meaningfully to the fight against what he sees as the largest domestic threat in the United States today: substance abuse. Deep Community Roots Chris’s commitment to Southeastern Colorado runs deep. He and his wife Renee made the deliberate choice to stay in the region to raise their family, passing on the pride of living in this community to their children. Now, all three of their daughters continue to reside in the area, contributing to the same community values. Personal Life and Passions In his personal time, Chris finds joy in motorcycling, often referring to it as “the magic of wind therapy.” He also enjoys music, woodworking, and engaging with “nerd culture.” Above all, family is at the core of his life. A New Challenge: Fighting Substance Abuse Excited for the next chapter, Chris is eager to collaborate with others to combat substance abuse and eliminate the stigma surrounding it. He looks forward to working as a team to make a lasting impact on his community.

MISSION STATEMENT Our mission is to improve outcomes associated with addiction-prone substances through community outreach and research.

Welcome 2021!   As I reflect on 2020, a time of COVID, uncertainty, and great achievement, I am humbled by what the new year may bring.  Each year, I write my achievements from the prior year and my aspirations for the next.  This year, I contemplate what it means to continue working towards finding solutions to the opioid crisis now that TSRG is securing funding and experiencing a growth phase.  One of our goals in 2020 was to have more engagement with people on the ground.  Historically, our projects looked at an academic, 30-thousand-foot of the crisis. In 2020, we made a deliberate pivot to test our assumptions and findings by pursuing work that enabled us to work alongside practitioners who are involved in community-based (local) activity.  Today, we are deep in the middle of both approaches and face the challenge of building relationships and collaboratives via Zoom rather than face-to-face.  Despite the limitations of this medium, we are undeterred given the needs that persist and the support of our community partners.  Thank you, Pueblo! While living with a global pandemic’s impact on daily life, I am struck by an idea I have heard that all public policy issues will invariably make it to your doorstep.  While COVID has not yet arrived at mine, the opioid crisis landed on my doorstep years ago and has shaped my purpose ever since.  It is my sincere hope that in the months and years ahead, we will find a way to end the trajectory of greed, neglect, injustice, and stigma that have brought this country to an unsustainable level of suffering due to the overprescription of medications and a culture that commonly teaches us to look outside oneself for solutions. Despite the challenges we face, I sit in gratitude for all TSRG accomplished in 2020.  Our success would not be possible without the support of friends, family, community partners, the Microsoft Alumni Network, the Pueblo Department of Public Health and Environment, the Health Resources and Services Administration, the University of Colorado, the Colorado Consortium for Prescription Drug Abuse Prevention, the Colorado Rural Health Center, the Colorado Attorney General’s Director of Opioid Response, Delta Awesome, On the Bit Strategy, the Steadman Group, and the entire TSRG team and Board of Directors. Thank you all!
